Doesn't have to be with the voltages in the lighning range. The voltage can arc through miles of atmosphere. A few inches(no pun intended)/feet between droplets are insignificant in the scheme of things. He's lucky to be alive!The stream is broken up by surface tension into separate droplets; it's not a continuous flow.
