In order to get the cigarette lighter socket to work it looks like I must have the key turned on.

If this is correct (which I am pretty sure it is).....does anyone know how to make it so that there will be power to it with no key turned on? It must be wired to a relay, right? Is it simple to find and would it be fairly simple to bypass the relay?

Anyone know what wire it is?

I just want to be able to charge my mp3 player when I stop to take a break for lunch and I don't want to have my key on.

It is dead when the bike is off, you would have to wire direct to battery w an inline fuse. Why not just wire another (USB) or powerlet direct this way and leave that one intact?

That's what I would do anyway

True, ignition must be on.

There's no relay, it comes via one of the fuses directly off the ignition switch. You'd have to wire it separately to the battery via its own in-line fuse. You may find it easier to install a separate outlet.

Beware running your battery down if you take too much juice.

There also adapters for the pigtail that go straight USB if that is what you need. Search "battery tender to usb" in Amazon and you'll find a couple of options.
