What is a hugger and what purpose does it serve? Can you post a pic of this object?

The idea is that it prevents mud and crap from the road surface flying up and dirtying and/or damaging the bike.

Cool, except the tire turns the wrong way for it to be effective. Most of the crap comes off and shoots up the back of the bike. I guess it would help keep the shock a little cleaner?
