There a plenty of roads that will permit riding in WV only, but there are many desirable rides in VA as well. One of the reasons L'burg was proposed had to do access to both states. IMHO, the concern over no radar detectors in VA is being overblown. I've ridden in VA for several years w/o incident, sometimes pushin' limits considerably*, but always exercising good judgement about when and where to apply right wrist. YMMV. *closed course of course.
As Huron said, should you find yourself on the Rt 19 4 lane section thru Summersville, WV that you slow down to 5 miles below speed limt 5 miles on either side of and thru the municipality (yes, there are signs to let you know). That's a total of 12-13 miles, not gonna make or break your ride. The town is a good place to stop for food and fuel on many of the WV rides.

Bad news, the section of Rt 16 from say Sutton south thru Clay and on to Gauley Bridge while a decent ride, follows a river valley with lots of sweepers but is not exactly twisty. But you're still not doing to bad on your route planning.
