I don't have a service manual and the owners manual doesn't help much. When do you change the fork oil. Also how and how much fluid should I use? I can't find any info on this even with search.

 
The Yamaha manual (mine is for the 05 if that makes any difference) says 670 cubic cm or 22.3 US oz for each leg. On the re-assembly it also says to measure the level of the oil form the top of the inner tube with the tube fully compressed and without the spring. The top of the oil should be 100 mm (3.94 in) below the top of the tube.

Do you install Wilber's rear shocks as well? If so a road trip may be in order.

Yes, I sure did! The 643 w/ remote preload and hi /low compression is what I went with. :D Feel free to IM or email me if you need a hand with the install or to setup a date to come out to OH. I've been doing this type of work on the side for a while now...just haven't "advertised" much.

 
In WC's link he says to flush the forks. This is a great idea as mine had plenty of small particulates evident after I did this. I would also add that during the flushing process, you may add just enough oil to refill the cartridge, then drain the fork again, pumping the cartridge several times to flush out any remaining oil. Just grab the damping rod when the fork is fully collapsed and pump it to refill after you've added a small amount of oil into the fork. You know you have enough oil when the cartridge can be fully extended and has a smooth stroke w/o any 'slurping' noises as it pulls in air. To drain, just compress the cartridge and tip the fork to drain oil, then hold the fork upright again and pump the cartridge once more, which will again drain the remaining oil. Repeat this process until all remaining oil is out of the cartridge and fork.
