Unknown manufacturer (I've been told it may be Premier Cycles, no longer in business) but it is distinctive so someone may know who made it. Has FJR laser cut into the center (which should give away the manufacturer but a google image search just turns up some stuff in poland).
This is a really nice rack removed from my (still for sale) 2008 FJR 1300. It has a plethora of threaded and unthreaded mounting holes for various options, including givi monokey top cases (which was mounted on this). Rack is powdercoated aluminum and utilizes the three bolt pattern into the stock tail, matches right up with the existing rack visually.
The residue on the top side is rubber cement -- there was a bit of inner tube secured under the givi top case that I removed.
