Plus it was probably a lot more fun to spray him, get him all pissed off and wrestle him to the ground. He won't remember it anyway, so what the hell? Just letting him piss and arresting him would have been way too boring. Also, the resisting arrest part will look better on the police report, compared to the pissing off a lawn mower charge. The thing I don't get is how you could charge anyone with DUI on a horse or a mower, since neither require a license to operate.
