No idle on cool mornings

My 2009 FJR w/ 30k recently will not idle on cool (less than 50) mornings. To go I have to start, keep rpm over 2k and take off and be careful shifting - will die between shifts. Problem is rectified after about 20 minutes. When starting at 60f in the a.m., no problem, runs as usual.

 
I was tempted to guess a problem with the coolant temp sensor circuit. But 20 minutes sounds like a long time. Mine is warmed up and running at normal idle in less than 2 minutes.

 
Sounds like maybe the cold idle linkage is hung up and not advancing the idle? There is a wax motor that is supposed to move some linkage on the front side of the throttle bodies (hard to see even with the tank off). If that got fetched up it wouldn't open the air by-pass circuits in the TB to raise the cold idle.
