I guess I am being thick here. I have read everything there is... All the threats... When they talk about cutting the spacer... Are we talking about the OEM spacer, the ones that came originally with the forks below the fork caps and nut?

No - not between the fork caps and nut. Between the nut and OEM flat washer that sits atop the fork spring.
