You were right, mousepecker. The problem is internal to the right horn, not in the wiring.

To prove it, get some wire and cross connect the horns. If the right horn still mis-behaves then it's time for a new one.

If the left horn acts up instead, it's a wire problem.

I could go dig out my stock horns that were replaced, but dang, go to AutoZone and if ya don't want to hassle with the Highway Blasters, just purchase the replacement Fiamm disc horns which replace the stock ones exactly with louder sound.
