I looked at mine and it looks like the shock is wrapped with something but I wouldn't call it a mud flap.

Looks to me the fastners are installed in reverse. My bike has the head of the fastners facing the tire.

The flap has little rubber "pointed mushroom pins" that go thru the holes in the hard plastic inner fender. The flap and the "pins" are all one piece of molded rubber. They pins are not evenly spaced and the flap can only be installed one way. The pins must start on the forward side of the hard plastic inner fender and be pushed thru toward the rear tire.
