Any concerns/issues with repacking the steering head bearings while the forks are off. Any write-ups always show the forks still on with the top triple removed.

If you're going to repack the stock head bearings, do it right and remove the forks.

Bounce has a good write-up about it on this link.

Here's the triple tree and OEM bearings when I did this job on my FJR1300ABS in the spring of 2004:

Back then, tapered steering stem bearings weren't readily available for the FJR. When I do this job the next time (which will be here in a few months), I'll be installing the tapered sterring head bearings that are now avaialble from AllBallsRacing.com. (Kit # 22-1003, cost is ~ $32, and contains both the upper and lower taper bearing sets along with the seals.)

Well, look a little harder, using the search function, and you would find this recent thread. You asked if there were any issues, and there aren't, hence a "no".
