Hmmm... Patting top of head here mean "emergency vehicle"...Where I come from, patting the top of your head means your headlight is off and you ought to turn it on. Actually, I remember the first time I waved at a fellow biker and did not get a wave back. I couldn't understand what the guys problem was. Then I discovered that there are certain riders, most frequently Harley riders, who simply don't wave. That was a few years back. It seems that most riders, even ones on Harleys, do wave these days but there are still some hard core ones out there.
