Over in Oakland they like it loud - so loud that all 45 of the Police Department's Harley-Davidson motorcycles have been equipped with shiny new tailpipes, at a cost of $500 apiece, to rev up their roar. It seems the cops just didn't feel safe on toned-down bikes.

"There's an old motorcycle adage that you are heard before you are seen," said Deputy Chief Dave Kozicki, explaining the department's decision to toss the bikes' muted factory-issued mufflers in favor of the more high-volume pipes.

Kozicki cited an accident three months ago in which an Oakland officer riding a toned-down cycle was struck by a motorist who said he hadn't heard the officer approaching.

But some City Hall insiders, as well as motorcycle cops elsewhere, said the safety argument is a stretch.

Even the folks at the national Motorcycle Industry Council, which represents all the big bike manufacturers, were unaware of any safety benefits from louder mufflers.

"We encourage all motorcycle riders to keep the original low sound levels that meet the ... federal sound limit of 80 decibels," said industry spokesman Mike Mount. "It would seem counterintuitive that a law enforcement agency would go against federal standards."

Ironically, it was just a short time back that Oakland police were called upon to crack down on noisy motorists who had modified their auto mufflers to make a whistling screech. The "whistle tip" pipes were eventually outlawed under state law.

Oakland's cops had a long tradition of riding their Harley-Davidsons with the modified, louder tail pipes, earning them the nickname "Rolling Thunder." But after an officer complained about a loss of hearing and others around town questioned whether the police force was violating the very noise standards it was supposed to enforce, the department brass ordered a switch to the quieter stock mufflers.

According to Kozicki, the decibel drop sparked a chorus of complaints from other officers, who said they felt less safe.

So last year the department launched a $1,200 study in conjunction with the city's risk management division to determine whether A.) the louder motorcycles contributed to officers' safety, B.) were detrimental to their hearing, and C.) complied with noise standards.

Kozicki acknowledged that whatever safety-related findings the study produced were largely anecdotal. Still, after everything was taken into consideration, the department concluded "it was in the best interest of the officers to put more-audible pipes back on," Kozicki said.

Hence, all 30 of the department's Harleys were sent down to the central maintenance yard for a muffler makeover, at a cost of about $15,000, according to City Hall insiders. Another 15 newly purchased motorcycles were ordered with the louder pipes, though at no extra charge.

Oakland officials acknowledge that the noisy pipes, when tested, averaged 93 decibels - well above the federal legal noise limit, according to the Motorcycle Industry Council.

I fear for mankind's progress -- when that kind of thinking is in a decision-making position.

 
So are the cops gonna ticket the cops for breaking the "Federal" noise laws?

 
oh man, there are so many ways to rip this up, so I'll keep it simple.

If they pulled me over, I would keep driving at a normal pace for about 3-4 miles. Then finally pull over.

Upon approach, "Sorry I couldn't hear the siren over your exhaust pipes!" :p

Federal? Aftermarket pipes are illegal in California, as well. Long Beach is stepping up enforcement of these renegade hooligans...

Note to self: Reinstall stock cans.

Having riden in these law enforcement circles for some time now, I've never heard of the "loud pipes will keep officers safer theory" I'd think that the first order of business to keep the officers safe, would be in chossing the motorcycle which as the BEST braking system, and it's NOT Harley.

I don't know, but on both Honda 750 I had Hard Krome Big Straights on it. Loud. My Mean Streak, V&H Staggered something or others. Pretty loud. Last year in this town they had a crackdown. I got pulled and received a warning along with an inspection. I put my stockers back on (mit der Cat Converter = quieter than a stock FJR). Went for the inspection, got it rubber stamped. With the crackdown going on I left them (the stockers) on. Guess what. People were 'not seeing me'. Meaning I got cut off, intruded upon, and generally disregarded in traffic.

Put the V&H back on figuring my life was worth more than the $110 equipment fine. No more disregard in traffic. Then the inevitable. Ticket for pipes (and these had the quiet baffles in them). Sooooo.. I put the stockers back on. Once again I was totally invisible in traffic. I thought it was just my perception of it, but even riding buddies noticed it too.

I don't have a logical explaination for it, considering the sound is behind you, but people DO give you 'room' with the loud pipes. Now all this is based on my opinion and perception. Argue what you will, but unless you've never ridden a bike, in traffic, with 'bag wrinklers' for pipes on it, you don't really know what your talking about.

Now all that being said, I'm getting older, I apprecation a quiet bike, hell, sometimes I even just pull the clutch in and let it idle and coast for a while.

Cool, so violating regulations isn't a problem unless you do it for 8 hours straight. The next time I'm stopped for speeding I'll be sure to mention that they shouldn't be alarmed because I wasn't doing it for 8 hours.

If they want to be heard, why choose loud exhausts? Why not install a couple sets of Freeway Blasters and hook'em to the ignition circuit so they're on as long as the engine is running. Or why not run the siren 24x7? I can hear horns and sirens better than I can hear exhausts.

I don't even know what to say. Any SF residents 'round here going to write some nasty letters to the city?

Maybe next quarter they can get tassels installed in their handlebars to further enhance safety (secondary speed indicators.) :rolleyes:

I use a revolutionary method called "Looking" before I pull into other vehicle's pathways.

So, um, people drive by sound, now? They paint the windows black and listen for traffic? Would that be why GM's (almost inaudible) electric car was called "Impact?"

Purely conjecture, but I would bet money (a small amount) that the person saying they failed to hear the officer was referring to sirens, not pipes. Nevertheless, as Toe says above, the Mark I Eyeball is the primary traffic search tool.

"IMO" The reason they give you more room is because your so dam anoying!!!!!!! :angry2:

Had several HD's with straight pipes go by me, couldn't wait till they were out of sight. One of the best reason I like the FJR is how quiet it is. It's not friday yet so I will leave it at that.

That is too phucked up even for SF! But hey, if they can manage to rollout that CA mindset to prostitution legislation, bring it east!
