Torque Wrench Advice?

Permatex Thread Locker... Their Technical Data sheet states no need to adjust torque value to compensate for the use of their thread locker.

Also on another site a guy who seemed to have done a lot of bolt "research" said he talked to a guy at Loctite who said they designed their product such that it is no more lubricating than a very light oil film typically found on new bolts from the factory.

Not sure why I am advertising for these guys, but the precision instruments torque wrenches are also made in the US from US steel, they have been in business since the '30's, and up until a few years ago they manufactured Snap On's torque wrenches.
