I don't remember riding out into the ocean, but . . .
But really, you can do both. Do Going to the Sun eastbound, then ride south to Columbus, and to Red Lodge to get on the Beartooth. Ride that west to the Chief Joe, then take Joseph southeast to Cody.
In Cody pick up US Route 14 and ride that as far east as you can. That will take you up and over the Bighorns. It is great riding all the way out to the Devil's Tower area of Wyoming, though you'll be on I-90 from Gillette to Moorcroft, WY,
From the Badlands we stuck with US 14 from Pierre all the way to the Twin Cities (Minn). It's not nearly as bad as riding the slab.
We stayed in the city campgrounds at Spearfish. If you are camping, I would check that place out. Clean, Quite, and cheap
